Photo Editing

There are all sorts of programs for editing photos to resize, add frames etc. The one that I usually use is this one : http://www.drpic.com/ I have used it a lot when I join a forum or need to resize into certain pixels etc. It's easy and FREE, that's even better. I hope that helps you!
